Description:Under the general direction of the Construction Services Director, the Construction Project Inspector is responsible for providing technical planning, review and monitoring services related to San Antonio Housing Authority’s (SAHA’s) Housing Preservation program and other capital improvement activities.

Duties:ESSENTIAL JOB FUNCTIONS
Essential functions require presence in the workplace on a regular basis: in order to accomplish this, regular attendance MUST be maintained.

Inspect work progress for each project assigned on a daily basis.
•Prepare a Construction Services Department standard inspection report on a daily basis.
•Advise Construction Services Director and the Construction Project Manager on potential construction issues related to cost, schedule, quality of work or other action that may impact successful implementation of the project.
•Assist with development and analysis of annual, two-year and five-year housing
preservation and other capital improvement programs.
•Review construction design documents and specifications at each stage of the design process to ensure compliance with SAHA design standards as well as applicable federal, state and local requirements.
•Assist with the administration of consultant and construction contracts and provide prepare various independent cost estimates as necessary.
•Review estimates prepared by others to ensure accuracy.
•Assist with development of implementation plans, budgets and schedules for each project assigned.
•Assist with contract administration of all project consultants and contractors;

1.Ensure compliance with all terms and conditions of their contracts,
2.Ensure deliverables meet contract requirements/specifications,
3.Ensure deliverables are provided when required,
4.Process payment applications in a timely manner,
5.Review proposed change orders, prepare necessary cost/price analyses, make recommendations in accordance with Standard Operating Procedures and HUD regulations,
6.Manage contract closeout process,
7.Monitor compliance with regulatory requirements of each contract including Wage Rates, Section 3 employment, MBE/WBE employment and contracting, etc.

• Participate in all necessary project meetings including; pre-design, design, preconstruction, construction job progress meetings and others.
•Other duties as assigned

KNOWLEDGE, SKILLS, AND ABILITIES

•Excellent written and verbal communication skills.
•Strong understanding of construction industry contracting practices and processes.
•Highly competent in the use of the Microsoft Office suite of programs including Word, Excel, PowerPoint and Project.
•Ability to effectively plan and coordinate multiple resources, contractors, stakeholders and tasks.
•General understanding of residential construction methods and standards. Familiarity with HUD programs and regulations.
Qualifications: MINIMUM REQUIREMENTS

•Bachelor's Degree from an accredited four-year college or university in Architecture,
Engineering, Construction Management or related field.
•Five (5) years of experience managing the overall implementation of medium to large complex construction projects.
•Experience utilizing a team approach to development and conflict resolution strategies.
•Successful completion of a criminal history background check, education and work history verification and drug screening test.
•Texas Class “C” driver’s license at the time of placement and must be insurable by the Housing Authority’s liability and fleet insurance carrier.

PREFERRED REQUIREMENTS

•Architectural or Engineering Texas state license or Construction Manger certification desired.
